Man charged in weekend hit-and-run

One man has been arrested in connection with a hit-and-run crash that occurred over the Memorial Day weekend. 

Officials say around 12:28 a.m. Saturday, Odessa Police were called to the 800 block of Highway 191 about a crash. 

Investigators learned that a Honda Civic was struck from behind by a Cadillac CTS that was traveling at a high rate of speed, the report reads. 

The initial crash then caused the driver of the Civic, Arnold Rodriguez, to lose control of the car and roll in the median, according to a report. 

The driver of the Cadillac then reportedly fled the scene. 

Rodriguez and a passenger in the Civic, Jasmine Pando, were both transported to the hospital following the crash, police say. 

Officers later identified the driver of the Cadillac as Jose Moya, who has since been arrested and charged with two counts of  accident involving personal injury or death, driving while license invalid and no proof of insurance.
