MIDLAND, Texas (KMID/KPEJ) - According to the current leash law in Midland, cats are required to be on a leash if they are outdoors.
Because of this, it is technically illegal to Trap, Neuter, Return (TNR) a stray cat which is preventing Midland Humane Coalition from implementing a TNR program. It also prevents Midland Animal Services from supporting TNR or allowing feral cats to be adopted out as barn/shop cats.
MHC is working with the City of Midland to amend the current leash law to exclude cats so they can legally implement and TNR Program and reduce the number of stray cats and kittens.
MHC is asking for the publics feedback so they can provide data to the City of Midland.
